Andrew Haldenby, Reform’s Director, spoke to Radio 4’s PM programme on the Civil Service Reform Plan, on the 19 June 2012. He said “This White Paper is absolutely a chance missed. The single important thing that needs to happen to the Civil Service is that it is run very clearly in the interests of ministers and government policy, rather than in its own interests” (Radio 4 PM Programme, from 30:08).
