Job opportunity: Policy Manager up to Policy Director

For two decades, Reform has been the leading voice for public service reform. As we emerge from the pandemic, and look ahead to the profound challenges and vast opportunities of the coming decades, we are reviewing our strategic purpose to ensure we are addressing the big questions. We’re looking for exceptional individuals to join us to help shape that thinking as part of the leadership team.

At Reform, we believe in the power of public services to transform lives, strengthen communities and help build a strong, dynamic economy. But we also understand that those essential services must be delivered within sound public finances – that taxpayers’ money must be spent to greatest effect. We know that the success of public services is not measured by how much is spent, but by what they achieve.

We are concerned that on too many metrics, Britain is underperforming, and that too much of our current system is focused on managing demand and minimising risk, rather than transforming lives. We believe it is time to reimagine how the State operates in order to address our 21st century challenges and secure our long-term prosperity.

We are looking for exceptional candidates who can develop and lead an exciting programme of authoritative research, putting forward bold yet practical policy solutions that would radically improve outcomes. Reform has a long history of impactful policy-making, creating coalitions of like-minded reformers from across the public, private and social sectors, and building on this will be a key aspect of the role. We’re also fiercely independent, and believe that securing bold, sustainable reform requires cross-party support.

The successful candidate will be an integral member of the senior leadership team, working with the Director, Trustees and Advisory Board to steer Reform through this next, exciting stage – including helping set priorities and developing the team. They will be responsible for shaping and managing the policy programme, ensuring we continue to deliver the highest standards of thought-provoking research. They will also be expected to develop their own personal profile as a go-to voice in public policy, communicating Reform’s research to a wide range of senior stakeholders and through print and broadcast media.

Candidates must have excellent research skills, deep knowledge of the public policy landscape and political environment in which we operate, and be a creative and critical thinker. They must also be a skilled communicator and able to lead and motivate a team.

We are open to candidates from different backgrounds, including those who have worked in national and local government, think tanks, consultancy, and public policy-related private and third sector roles. We want to find the right candidate, and are more than happy to explore part-time as well as full-time options.
