Dr Lara Stoimenova


Lara was appointed as Trustee of Reform in October 2020.

She is Managing Partner of Sigma Economics and a non-Executive Member on the Board of the Jersey Competition Regulatory Authority. Prior to this she was Partner and Co-Head of the Competition and Regulatory practice at Flint Global. She is a competition and regulatory policy expert with over 20 years of experience, with extensive knowledge of the policy landscape in several sectors (such as telecoms and digital) and a strong network across regulatory bodies (including Ofcom and the CMA).

Lara is passionate about public policy and ensuring public services work for all. At all stages of her career, whether as a consultant or a regulator, her aim has been to ensure the effectiveness of public policy initiatives.

Despite the fact that extensive central government machinery exists to anticipate, prepare for, and respond to civil emergencies, the pandemic has exposed critical shortcomings in preparedness and resilience.
